Luxembourg lacks affordable housing, and the numbers prove it. The RP2021 census counted 250,673 housing units, but some responses at the time (regarding rent or floor area) were incomplete, making the analysis imperfect. When adding homes completed through 2025, the country has approximately 265,000 housing units, with an average of 2.6 people per household.
Even though the two largest public housing providers are building and renovating (with more than 2,500 housing units under construction by the end of 2025), the supply remains too low. The total affordable housing stock can be estimated at approximately 10,000 units for some 26,000 people, representing only 3.8% of all housing units. At the same time, however, STATEC estimates that more than 130,000 people are affected by poverty or social exclusion.
The demand for affordable housing far exceeds the supply: the RENLA registry alone indicates that as of April 1, 2026, nearly 9,500 households are waiting for affordable rental housing, while the affordable rental units currently available account for only half that number. To remedy the situation, housing production would need to be significantly increased (to around 6,000 units, primarily affordable housing, according to the article) and, above all, the actual situation would need to be better assessed through comprehensive national registries in order to effectively guide public policy.
Ultimately, stable housing is essential to avoid precarious living conditions, prevent social exclusion, and, in the worst-case scenario, homelessness.
